All individuals who perform managerial activity and / or function from human resources management, or want to do it, to learn, to be informed, to be with the right people in the right place.

Human resources manager is a person with the primary task of setting goals, planning, organizing, implementing, controlling and evaluating activities and decision-making in the process of managing departments, sectors, departments of human resources, who is responsible for directing, organizing and monitoring the work of employees, a group of individuals, a team, or a person, who performs tasks and / or functions and / or is appointed president, vice president, director of human resources, manager in a company, organization of social activities for a certain fee.

Human resource managers can manage employees directly or manage a group of managers who directly manage employees. It is more important for a manager to be able to manage employees than to be able to do their job well. A manager may have the authority to hire or fire workers, or to promote them. The manager is responsible for planning, managing, supervising and controlling people and their work. An important feature of a manager is that he is a person who makes decisions from his scope of work, that is, human resource management.

Officials from chambers of commerce, management advisors and founders of companies dealing with human resources or talent management are equated with the managers from the previous paragraphs.

Managers who are employed or employed on the basis of an individual contract (for example consultants), can be admitted to the membership of the Chamber of Human Resources Managers of Serbia, on the basis of a written application for accession to the Chamber. This provision also includes those managers who are co-owners of the company they manage.

Members of the Chamber can be managers who have a permanent or temporary residence in the Republic of Serbia, regardless of citizenship, as well as managers, citizens of the Republic of Serbia, who have a permanent or temporary residence abroad.

Exceptionally, members of the Chamber can also be natural persons who manage business processes in human resources management in the public and non-governmental, non-profit sector.
