OF THE ETHICS COMMITTEE OF THE

CHAMBER OF HUMAN RESOURCES MANAGERS OF SERBIA

I BASIC PROVISIONS

Article 1.

The Ethics Committee of the Chamber of Human Resources Managers of Serbia (hereinafter: the Ethics Committee), these Rules of Procedure determine the rules of procedure and manner of work at the sessions of the Ethics Committee and the rules and manner of work in the procedure of violations of the Code of Professional Ethics.

The provisions of these Rules of Procedure are binding on the members of the Ethics Committee, as well as on all other persons who participate in the work of this committee.

The provisions of these Rules of Procedure are obligatory for the members of the Assembly, as well as for all other persons who participate in the work of the Assembly.

Article 2.

The Expert Council performs the tasks provided for in Article 83 of the Statute of the Chamber of Human Resources Managers of Serbia.

I BASIC PROVISIONS

Article 1.

The Chamber of Human Resources Managers of Serbia regulates the work of the Board of Directors with these Rules of Procedure, especially: preparation, convening of sessions, workflow at sessions, manner of decision making, maintaining order at sessions, postponement, interruption and closing of sessions, drawing up minutes, rights and duties members and other employees in connection with the work of the session, acts of the Board of Directors and informing employees about the work.

Article 2.

The Board of Directors of the Chamber of Human Resources Managers of Serbia performs the tasks provided for in Article 48 of the Statute of the Chamber of Human Resources Managers of Serbia.

Article 3.

The Director of the Chamber of Human Resources Managers of Serbia has the right and duty to participate in the work of the Management Board, without the right to decide.

In addition to members and directors, the sessions of the Board of Directors may be attended by the President of the Assembly of the Chamber, direct associates of the Director, rapporteurs on certain issues and other persons not employed in the Chamber, by invitation or approval of the President of the Board.

Article 1.

This Ordinance determines the manner of office and archive operations of the Chamber of Human Resources Managers of Serbia (hereinafter: the Chamber).

Article 2.

Office and archive business includes: receiving, recording and scheduling cases (acts); administrative and technical processing of cases, dispatch of mail, distribution of cases and acts, classification and archiving, accommodation, storage and maintenance; recording in the archive book; extracting worthless registration material and handing over archival material to the competent archive.

FOR THE DETERMINATION OF VIOLATION OF THE CODE OF PROFESSIONAL ETHICS
OF HUMAN RESOURCES MANAGERS OF SERBIA

Article 1.

This Rulebook regulates more detailed conditions for conducting proceedings before the Ethics Committee of the Chamber of Human Resources Managers of Serbia (hereinafter: the Ethics Committee) in order to determine the violation of professional ethics, ie duties or reputation of a member of the Chamber of Human Resources Managers of Serbia (hereinafter: Chamber). a measure of professional responsibility to the members of the Chamber.

All terms used in this Ordinance in the grammatical masculine gender refer to both male and female persons.

Article 2.

Proceedings before the Ethics Committee to determine a violation of the Code of Professional Ethics (hereinafter: the Code) are initiated by a written report of the labor inspector, employer of human resources manager, professional association, human resources manager, user or his legal representative or on his own initiative hereinafter: the applicant).

Article 3.

The application is submitted to the Chamber.

The report is submitted within 3 months from the day of finding out about the violation of the Code or at the latest within 6 months from the day of the violation.

Anonymous applications are not considered.

Pursuant to Article 74 of the Statute of the Chamber, Article 3 of the Code of Professional Ethics of Human Resources Managers of Serbia, the Ethics Committee of the Chamber of Human Resources Managers of Serbia, on January 30, 2020, gives the following:

RECOMMENDATIONS AND GUIDELINES
FOR IMPROVING THE PRINCIPLES OF ETHICAL BEHAVIOR
OF SERBIAN HUMAN RESOURCES MANAGERS

Article 1.

The Ethics Committee, within its advisory function regarding the application of the Code of Professional Ethics of Human Resources Managers of Serbia (hereinafter: the Code), with these recommendations and guidelines promotes ways of applying the basic principles of professional ethics and ethical behavior of human resources managers in certain situations. and applying the principles of professional ethics in their work.

The protection of professional ethics and ethical behavior of human resource managers is a comprehensive approach and behavior that goes beyond the protection of professional ethics during the performance of professional activities.

These recommendations and guidelines should make it easier for employers and human resource managers to identify and overcome situations where there is an increased risk of breaches of the Code and professional ethics and situations that require responsible behavior of human resource managers and appropriate preventive measures.

Article 2.

The Ethics Committee has established these recommendations and guidelines in order to clarify the application of the principles set out in the Code in relation to situations:

  1. receiving gifts and other benefits and acting in such situations
  2. ways of using means of communication and
  3. posting personal content on social networks, all in order to ensure the ethical behavior of human resource managers

The human resources manager is obliged to act in accordance with the goals and principles of the Code of Ethics of the Chamber of Human Resources Managers of Serbia, to make sure that his behavior does not damage the reputation of the activity he performs and to preserve the reputation of his profession.

on detailed conditions for issuing, renewing or revoking the license of members of the Chamber of Human Resources Managers of Serbia

I. INTRODUCTORY PROVISION

Article 1.

This Rulebook determines more detailed conditions for issuing, renewing or revoking a license (hereinafter: license) to members of the Chamber of Human Resources Managers of Serbia, procedure and manner of issuing, renewing or revoking a license, form and content of issued, renewed or revoked license, as well as other conditions required for the issuance, renewal or revocation of a license.

The right to obtain a license has any person who meets certain conditions in terms of education and work experience depending on the license, regardless of whether he is a member of the chamber.

Issuance, renewal and revocation of a license is a procedure carried out by the chamber and / or the competent office in order to determine the professional competence of human resources managers for independent work.

The license is a document issued by the Chamber of Human Resources Managers of Serbia and represents a confirmation that the licensee is professionally qualified to perform activities in the field of human resources management determined by the license.

The decision on the issued, renewed or revoked license is made by the director of the Chamber.

The license is issued for a period of four (4) years.

Article 1.
